Fibreglass is the only long term solution for a job like this where at some points even the reinforcing mesh was exposed through the shot concrete. A good tip on a job like this is to run the water down the waterfall and anywhere there is exposed fibreglass you can paint the fibreglass with plain yoghurt. This is a food source for lichen which will give the new grp a natural look. Sounds unbelievable but it’s true.
